SeaChange will:
The national debt is spiraling out of control. Health Care is unaffordable for the majority of US citizens, and the public assistance system is overwhelmed. The IRS is an inefficient and costly way to collect taxes, which leaves more than $600 billion either left unpaid or lost to loopholes. The gap between the rich and the poor continues to widen.
Right, Left, Libertarian or Independent, the one thing everyone agrees upon is that the system is broken. Yet ideology-based solutions are politically impractical.
SeaChange envisions a better way, through asking the following questions:
What if our current systems for providing government assistance (e.g. food stamps, subsidized housing) were streamlined such that all programs were replaced with a flat monthly payment?
What if everyone paid taxes based on their consumption rather than on their income?
What if we had a policy of providing guaranteed access to quality, affordable health care for all citizens and legal permanent residents?
What would the benefits of such restructuring be?
To name a few:
Increased government efficiency = significantly smaller government.
Individuals who depended upon public assistance to get by no longer have to spend time securing that assistance.
For the same group, disincentives for working, for those that are able, would be eliminated.
Extreme poverty would be eliminated.
The IRS would no longer be necessary.
There would be no need for the Veteran’s Administration health care system.
Government-subsidized housing would no longer be needed.
The underground tax-avoidance economy would be eliminated.
Crime rates would drop and most crimes of extreme poverty would go away completely reducing costs across the criminal justice system.
Health and education outcomes would improve.
Arts and the humanities would flourish.
Universal access to healthcare would improve the lives and health outcomes of millions of Americans.
Entrepreneurship would flourish.
More Americans would engage in advanced education.
What if these changes could be enacted without increasing the annual deficit?
SeaChange accomplishes all of these goals, and does so in a way that is inclusive of most political points of view.
The proposal
SeaChange comprises of four components.
Universal Basic Income
Replace the vast majority of public assistance programs with a monthly guaranteed income payment (aka, Universal Basic Income) of $1,000 per adult and $300 per child to all but the top 2.5% of income earners.
Universal Health Care
Implement a system of universal health care that guarantees all citizens and legal permanent residents (LPRs) access to high-quality, truly affordable care.
Consumption Tax
Replace all personal and corporate income taxes with a consumption (national sales) tax of 26%.
Payroll Tax Reform
Restructure and reduce payroll taxes.
